Soviet Policy On Control Of Atom
NEW YORK, Sept. 7.
The Soviet’s policy regarding control of atomic weapons was defined by the Russian delegate to the United Nations (M. Gromyko) under the following main heads:— (1) Russia insists on the right of veto on atomic questions. (2) Russia demands that the_ Security Council decide on the question of sanctions against violators of the proposed convention governing the prohi-. bition of atomic weapons.
(3) Russia still considers that immediate prohibition of atomic weapons is the urgent task. f The Russian policy was explained in answer to questions submitted by the delegate, Sir Alexander Cadojgan, on August 11.
CONVENTION FIRST
Asked whether the Soviet ed its view that the prohibition and destruction of atomic weapons must be the subject of a separate agreement on control, Mr Gromyko answered: “The Soviet has considered and continues to consider the prohibition of atomic weapons and the conclusion of an appropriate convention to this end as a foremost and urgent task in the establishment of international control of atomic energy. , ;; :
“After the conclusion of a convention on the prohibition of atomic weapons, another convention can and must be concluded to provide for the creation of an international control commission and for the establishment of other measures of control and inspection ensuring fulfilment of the convention on the prohibition of atomic weapons.”
