(2) Anti-emitism must be outlawed (3) Germany must indemnify Jewish victims and restore property taken from Jews. (4) The property of Jews who were murdered and left no heirs must be handed over to an international Jewish body to aid relief and resettlement i of Jewish victims of persecution.
