New Regimes For Belgium, Bulgaria

(Ree. 10 a.m.) BRUSSELS, March 31. Dr van Acker has formed a Left Wing Coalition Government. The Liberal Party is holding six portfolios, with the Liberal Party leader (Albert do Veze) as Vice-Prem-ier.

The Socialists are also holding six portfolios, the Communists four, nonParliamentary technicians three. Dr Spaak has been reappointed Foreign Minister. Dr van Acker said the Government’s main concerns would be economic, financial and social problems, for which special powers might be sought from Parliament.

Other portfolios in the Cabinet include: Finance, the Socialist, De Voghel; Justice, the Liberal, van Glebbeke; Interior, the Liberal. Buisseret; Reconstruction, the Communist, Jean Terfve: National Defence, the non-Par-liamentury Technician, Colonel Raoul de Fraiteur. OPPOSITION EXCLUDED M. Georgiev has formed a new Bulgarian Government, including representatives of the Fatherland Front, Communists. Agrarians, Socialists and Independents, but excluding the Opposition. A communique states: “Russia considers the terms presented by the Opposition for participation in the Government contrary to the decision of the Moscow Conference. That is why they are unacceptable.

The Fatherland Front, Communists and 'Agrarians, each hold four portfolios.

The Fatherland Front representatives include M. Georgiev, the Minister of War (General Vclehev). and the Foreign Minister <M. Georgi Julishev). The Communists include the Minister of the Interior (Antpn Zugov) and the Minister of Finance (Ivan Slefanov). There are two deputy-Premiers, the Communist, Traicho Kostov, and the Agrarian, Alexander Obrov. FRANCE, ITALY The French Socialist Party congress overwhelmingly rejected proposals by the party leaders for electoral alliances with other parties at life forthcoming general election. The Socialists arc fighting under their own flag.
