Blames Kimmel For Concentrating Fleet

(2.30 p.m.) WASHINGTON, Dec. 20. Admiral Richard Kelly Turner, chief of navy war plans in 1941, told the Pearl Harbour inquiry that had Admiral Kimmel followed the instructions handed him on November 21, 1941, the fleet would have been spread out instead of being tied up in Pearl Harbour on December 7, 1941. He explained that Kimmel was ordered to follow the navy war plan for defensive deployment which encompassed: (1) Sending planes to Midway and Wake Islands. This was done

(2) Extending air reconnaissance. '(3) Despatching fast ships northward for surveillance since there were no islands northward usable for detection.

(4) Sending out submarines on reconnaissance. (5) Sending out battleships to repel landing forces.

INQUIRY EXTENDED Congress voted to extend the Pearl Harbour inquiry from the January 3 deadline to February 15. The committee chairman (Senator Barkley) hoped the extension would be sufficient to hear all witnesses, but thought that ah extension beyond February 15 would be necessary to report on the investigation.
