fßec. 1.30 p.m.) LISBON, Feb. 17. New petrol restrictions have virtually brought to a standstill private motoring in Portugal. Portuguese economy was based on the assumption that supplies would be maintained from abroad and no serious attempt at storage was ever made.

Now that the seas are being emptied of merchant traffic, Portugal is finding increasing difficulty in maintaining her economic life apart from colonial food supplies. Fuel is her most immediate problem. Already a number of industrial enterprises have closed for lack of fuel. Railways are running skeleton services and domestic heating is no longer possible.
