Carol. —Ex-King Carol has informed the French Government that he has received permission to live in Portugal.
Takes Over. —It is officially announced in Singapore that ViceAdmiral Sir Geoffrey Layton has taken over as Commander-in-Chief, China station, relieving Admiral Sir Percy Noble.
Deaths—A rain storm, accompanying the typhoon, which struck Kyushu Island (Japan) yesterday, has caused the collapse of the reservoir in the Oita Prefecture, killing 50 persons.
Conscription.—Members of the United States Senate and House of Representatives, in conference, agreed to the conscription measure requiring the registration of men between the ages of 21 and 35. They eliminated an amendment proposed by Mr Hamilton Fish (Republican—New York) to postpone the draft for 60 days.
Upkeep.—lt is reported from Vichy that the Bank of France has agreed to place 50,000,000,000 francs at the disposal of the Government to pay for the upkeep of German troops in occupied France.
Arrests.—Reports from Rabat (Morocco) state that many French officers have been .arrested for revolting against the Petain Government and issuing propaganda on behalf of General de Gaulle.
