(Received 3 p.m.) RUGBY: February 20. A pamphlet entitled “FinlandCriminal Conspiracy of Stalin and Hitler,” is published by the Labour Party today. Tracing the history of Russia’s relations with neighbours on the Baltic, the pwripTi’et recalls Litvinoff’s declaration made at the time non-aggression pacts were concluded with these countries: “The Soviet States, to whom national prejudices are completely ideas of nationalism and racial or alien, desires no conquest, no expansion. and extension of her territory.” The pamphlet contrasts this with Molotoff's speech in October, 1939, in which the whole ideological basis of the Soviet foreign policy was completely jettisoned.
