Germany Repudiates Sub. Convention
(Received 12 noon) BERLIN, February 19. It is officially stated that Germany is no longer bound by the London Submarine Convention because Britain is arming all her ships. The “Journal de Geneve” says that Germany is turning out two submarines every three days, preparing a fleet of 200 U-boats for Hitler’s “second phase of the Naval war”; according tc* a cable from Geneva.
