Ultimatum Demands Full Surrender

IT WAS REPORTED FROM COPENHAGEN LAST NIGHT, AND CONFIRMED BY THE MOSCOW RADIO THAT RUSSIA HAD SENT AN ULTIMATUM TO FINLAND DEMANDING COMPLETE CAPITULATION BY 3 A.M. TODAY, OTHERWISE HELSINGFORS AND ALL THE OTHER LARGE TOWNS WOULD BE RAZED. Resignation of Government,
An earlier message stated that the Government had resigned, after the President (M. Kalio) had declared a state of war, and the Finance Minister (M. Tanner) had been empowered to endeavour to arrange an armistice. The Finnish Parliament was summoned last night to hear a statement from the Government.
It announced that it was remaining in the capital to fight along with the people. It is officially stated in Helsingfors, says the correspondent of the Exchange Telegraph Company, that an All-Party Government is being formed. Attempt to Contact Moscow. It is understood it will make contact with Moscow through the American Legation. Meanwhile, according to the newspapers, further raids are being withheld. A former Prime Minister (Dr. Toivo Kivimaeki) will be Prime Minister to the new Government, which is expected to resume negotiations today with the Soviet, if it can arrange a truce. Complete Lack of News. There has been, a complete lack of news from Finland since 6.50 this morning. The official Finnish radio news this morning did not mention the Government’s resignation. The Moscow radio alleged that Finnish soldiers crossed the frontier and attacked Soviet posts, upon which the Red Army was ordered to advance, and penetrated six miles. The broadcast admitted that a state of war existed, and that Helsingfors had been bombed. Likely to Grant Truce? The Moscow correspondent of the British United Press says political circles believe the resignation of the Finnish Government make it more likely that the Soviet Government will consent to an armistice and resumption of the negotiations.
One of its chief demands was the removal of the existing Finnish Government.
