Two Governments In Finland; Red and White
(Received 2 p.m.) LONDON, December 1. THE CONFUSION ARISING CONCERNING ACCOUNTS OF
TWO FINNISH MINISTRIES IS SOLVED BY THE PACT THAT ONE HAS BEEN APPOINTED BY THE FINNS THEMSELVES, REPLACING M. CAJANDER’S CABINET, THE OTHER BEING A “PUPPET” SOVIET GOVERNMENT APPOINTED AT TERIJOKI, WHICH IS IN POSSESSION OF RUSSIAN TROOPS.
The former, or “white” Government, does not include M Cajander or M. Erkko, both of whom Moscow virulently attacked.
It consists of Dr. Ryti. as Premier; M. Tanner, Minister for Foreign Affairs,; AI. Soederhjelra, Minister of Justice; M. Vonborn, Minister of the Interior; M. Ninkkanen, Minister of Defence; M. Pekkaia. Minister of Finance; M. Han mil a, Minister of Education; M. Heikinen. Minister of Agriculture; 'M. Saluvaara, Minister of Communications; M. Kotilanen, Minister of Commerce; M. Fagerholm. Minister of Social Affairs; and «AI. Passikivi, Minister without portfolio.
' Left Wingers’ Red Programme. The “puppet” or “Red” Government is. pledged to overthrow the “White” Government and consists of Finnish left-wingers and revolting Finnish soldiers, with Otto Kussinen, Premier and Foreign Minister, M. Rosenberg, Minister of Finance, M. Anttila, Minister of Defence, M. Laechen, Minister of the Interior, M. Ejkija, Minister of Agriculture, M. Lehtinen, Minister of Education, and M. Prokkonen, Minister for Karelia.
Moscow’s wireless reports that the Red Governments desire is to live at peace with the Soviet, whose glorious and invincible army it welcomes because the latter’s intervention corresponds with the vital Finnish interests. Finnish Army Corps, The Red Government has formed a Finnish army corps recruited from revolutionaries and peasants. The Government is not of the Soviet type, but a democratic republic, founded on a broad Popular Front. It will receive ultimate sanction from a Parliament to be elected by three secret and equal votes. It is pledged to create a people’s party, State control of banks and industry, liquidation of unemployment, the eight-hour day, lower rents, annual holiday, confiscation of large estates, cancellation of peasants’ tax arrears and free education.
