Nazis Seize Danish Slip; Reply To Export Blockade

A German warship seized the Danish steamer Cyril while the lastnamed was awaiting a pilot outside Stockholm.
The Cyril was carrying coal from Britain.
The incident is interpreted as Germany’s first reply to the British and French export control.
A decree published in Paris provides for similar measures to those taken by Britain to control exports from Germany.
The decree states that the control will apply only to ships which sail after December 4.
The embargo includes cargoes loaded outside German territory. Eight to Reprisals.
German practices have given France the incontestible right of recourse to reprisals, which will halt all sea-going exports of German merchandise. Mr Chamberlain, in, the House of Commons, announced that ihe seizure of German exports by Britain would become effective as from December 4, as by the French. “The Times” says that Italy has not protested against the Order-in-Council authorising the seizure of German goods in neutral ships as a reprisal for the unrestricted mine warfare.
However, Italy has drawn attention to criticism of control from Gibraltar. Russia, America, and Norway have not expressed their views officially. American Opinion.
A despatch from Washington says the German-Amerika Chamber of Commerce has protested to the State Department against the British blockade of exports. Subsequently, the Secretary of State (Mr Cordell Hull) told Press representatives that the United States reserved its right under international law in all matters pertaining to the war, including the British blockade, but action was not likely except in the case of specific damage to American shippers.
