LONDON, September 4

The German Social Democratic Party, through its joint presidents, Otto Weis and Hans Vogclhavo. issued a manifesto to the German people on behalf of haters of war and dictatorship.

The manifesto declares that the whole weight of guilt for this monstrous cries against humanity rests on Hitler and his system, the final overthrow of which is a prerequisite of European organisatiou.

It urges the German people to fight for freedom and get rid of Hitler.
