High Hopes For AngloRussian Pact

The Geneva correspondent of “The Times” says the gist of the FrancoBritish proposals regarding Russia have been sent to London, where Viscount Halifax, Foreign Secretary, will explain them to the Cabinet tomorrow. It is understood they largely meet Russia’s case for a three-Power pact, involving a declaration that an attack on one involves an attack on all, and demanding prompt co-opera-tive defence. Decision is also to be taken if smaller States are attacked, and there are to be consultations covering other eventualities. League delegations are sanguine regarding an early British-French-Rus-sian agreement. It is understood that Polish and Rumanian Governments are satisfied with current arrangements with Western Powers.
