t WASHINGTON, April 20. /OFFICIAL CIRCLES ARE OF THE OPINION THAT SIGNOR MUSSOLINI HAS NOT DIRECTLY REJECTED MR ROOSEVELT’S APPEAL. It is said that the speech still leaves the way clear for further moves if the President cares to take them. The Washington correspondent of the “New York Times" says it is realised. however, that the real reply to Mr Roosevelt will come from Herr Hiller, and Signor Mussolini’s speech is not regarded seriously. There was gratification at least that the dictators were still talking, and not relapsing into ominous silence that might be a prelude to armed action.
