WASHINGTON, July 13. The Secretary of Agriculture, Mr Henry A. Wallace announced that during the international wheat conference. opening tomorrow in London, the United States would propose an international over-normal granary plan covering all the major wheat producing countries in the world. He explained that it would be an invitation to other countries to agree to cooperate with the United States in storing up wheat in good crop years for use in years of scarcity. Mr Wallace added that other nations had not been consulted in advance, but he hoped the proposal would be received favourably, since he felt it would be advantageous to all producing countries, and eventually, might 'have a stabilising influence upon world wheat prices.
