Japanese military, naval and Foreign Office officials, owing to grenade throwing, called on British and American high officials of the municipality and proposed that Japanese should have a larger share in the administration, including an Increase in Japanese members of the Settlement police and appointment of Japanese to important administrative posts. , The Japanese also want the right to control areas north of Soochow Creek without foreign interference. It is pointed out that Japanese officials are at the head of all departments of the municipality’s service. Compliance with the requests would mean virtual control of the Settlement. Mr Cornell Franklin, American chairman, promised immediately to study the proposals.
