Franco Asks Neutrality Committee Some Questions

LONDON, November 26,
General Franco’s reply to the NonIntervention Committee’s proposals concerning the visit to Spain of commissions to arrange for the withdrawal of foreign troops asks what is meant by a “substantial withdrawal.” Also, he asks the extent of belligerent rights which would be granted afterwards. The Nationalist leader claims that by addressing the communication direct to him. the committee “recognised him as a sovereign ruler.”
