Blum, the Prime Minister, The committee adopted a Bill limiting the Government pleftary powers to deal with the financial crisis, refusing to allow the Government to control exchanges, free circulation of gold in France, or the transfer of capital or securities to foreign countries. The Senate’s Bill also forbids forced loans, conversion or a modification of the relations between the State and the Bank of France and requires the Government to submit Orders-in-Oouncil to Parliament for ratification. New Bill Drawn, Up. The committee also decided to draw up a new Bill to deal with speculation, and submit it to M. Blum. In spite of appeals by M. Blum and the Minister of Finance, M. Auriel, the Senate by 188 votes to 72, rejected M, Blum’s Bill and adopted its own by 238 votes to 52. The Chamber later voted M. Blum full power on his 'original proposal, thus turning down the Senate. M. Blum has called a conference to discuss means of conciliation-.
