(Received 10 a.m.) , NEW YORK, March 22. j Mr John Sharke, the only living . former justice of the United States | Supreme Court, /ri a radio address to- i day, said: — “I have steadfastly refused many requests to give public expression to my I views on President Roosevelt’s pro--1 gramme of judicial reform. However, it has been so widely asserted that the proposals are unconstitutional that I have decided it is proper, even my duty to speak on the purely legal question. “The number of justices has been changed seven times by Acts of Congress. Few, if any, important powers of Congress have been exercised so early and so often. Its powers have never before been questioned. The President’s proposals are within the powers granted to Congress.” M*. *
