In moving the second reading of the Civil List Amendment Bill in the Legislative Council yesterday, the Leader of the Council, the Hon. Mark Fagan, said that the appointment of Parliamentary under-secretaries was new in New Zealand, but not in Britain. It would not mean that a Minister would cease to function, but

would delegate his powers only. The Hon. E. R. Davis (Auckland) suggested that members of the Legislative Council should be appointed under-secretaries.

The Hon. W. Perry (Wellington) supported the Bill, but thought that Council members should not be eligible.

Replying, Mr. Fagan said he did not think many under-secretaries would be appointed. There was no intention to appoint members of the Legislative Council. The Bill was read a second time.

In committee, Mr. Perry moved an amendment to make Legislative Councillors ineligible for' appointment, but the amendment was lost on the voices and the Bill was put through all stages and passed.

Speaking on the second reading the Political Disabilities Removal Bill, Mr. Fagan said the Government did not care where the funds of Public Service organisations went to, as long as they were voted in a constitutional way. He gave notice of an amendment, providing that, where a. civil servant desired to stand for Parliament, he be granted special leave, during which time he was not to receive pay or be permitted to perform official duties.

The Bill was read a second time and the Council adjourned.
