APPEAL FOR UNITY IN CHINA

NEW CONSTITUTION PLANNED. (Received noon.) LONDON; January 2. The 27th anniversary of the founding of the Chinese Republic was celebrated at an Impressive memorial service at Nanking, says the Shanghai correspondent of “The Times.” President Lin-Sen broadcast an appeal for national co-operation with the Government to secure autonomy, and constitutionalism in conformity with the Sun Yat-sen code.

He announced that he proposed to publish a draft constitution on May 5 and that an election of delegates to the People’s National Congress, would be held by October 10. and to a Convention Congress by November 12. The Premier,' Marshal Chiang Kaishek, presided at the celebrations at his party headquarters. The guests numbered 6000. The Premier, a former President, made what is believed to be his first appearance before a microphone. In his broadcast exhortation for a new life, the Premier instanced the development of agriculture, the reclamation of lands, river conservancy, industrial and communications. “Our brains,” he concluded, “are as good as those of foreigners. We are nhysically as fit, hut we have' been selfish, disorderly and disunited.”
