A pact has '.been signed between France and Russia. A communique says-that the pact is based on Articles 10 and 14 of the League. Article 14 of the Covenant} provides for mutual consultations in ' the event of ’danger of aggression, and mutual assistance in the event of unprovoked aggression. The pact aims at Assuring the efficacy of the Covenant provision and the League Council recommendations and adds: “These obligations are designed to maintain European peace and are assumed in conformity with the previous engagement of France and Russia. They do not exclude participation by mutual consent in any regional agreement, the conclusion of which remains desirable.” M. Potemkin says the understanding is not aimed at any country; on the contrary, Russia considers the everincreasing number of countries 1 attached to peace should undertake similar obligations. M.
