The Emperor Hirohito today formally opened the Diet. It will adjourn tomorrow until January 20. The session is likely to be stormy, owing to international dissension among party members. The Emperor has appointed the Minister of War, General Hayashi, President of the new Board of Manchurian Affairs, which controls all the Japanese administrative activities in Manchukuo, Kwangtung and leased territory.

Forty-nine Imperial ordinances will become effective under the new system immediately. General Hayashi says the system is designed to produce the closest co-or-dination in Japanese organisation in the regions named.
