The Soviet lias handed the Japanese , Ambassador the third Xote within a ' week accusing - the .Japanese authorities in Manchuria of attempting to exacerbate Russo-Japanese relations over the Chinese Eastern' Railway. The latest Xote protests against Japanese troops closing the lino at I.’ograniohnaya, a frontier station, arresting the stat ionmaster and other Soviet officials, and blocking the line with sleepers. Moscow believes tliat these actions confirm the report of two weeks ago that the Japanese intend to isolate Vladivostock.
