SETTLEMENT EFFORTS CONFERENCE IN PROGRESS, REINSTATEMENT QUESTION, (British Official Wireless.) (Received 9 a.m.) RUGBY, September 13. At the conference between the employers and emplojmes in the Lancashire cotton industry today, Air F.YY, Leggett, conciliation officer of the Ministry of Labour, who presided, gave a detailed explanation of the letter addressed to both sides several days ago by the Minister of Labour, Sir Henry Betterton. The conference appointed a committee of live representatives from each side to draw up a plan of procedure and adjourned until tomorrow, leaving the .committee in session. It is understood that the committee discussed the question of reinstatement and it is expected to present a report tomorrow.
