.The Soviet admits that it is unable to feed tl 10 entire population until tlie next harvest is gathered, therefore it announces through the ‘ ‘ Pravda ’ ’ that it will concentrate on cities to ensure that available bread reaches the workers. : It is stated officially that the last harvest is 1,000,000 tons below the previous one. It is significant that there is no mention: of importing grain, which was done in 1921-22 and 1924-25. This is presumed to be duo to financial reasons.
