His report declares that the original cause of the trouble was the talk of foreign sailors with natives causing strife, also the jeers, of sailors, who organised the strike, with Sumsuma and Rams as leaders. There was not a tittle of evidence to support the statement that the cause of the strife was much deeper seated or more involved.
