BOROUGH COUNCIL

LAST NIGHT’S MEETING. ! The Whangarei Borough Council met last evening, the Mayor, Mr J. E. Holmes, presiding over an attendance of the following:—Crs W. U, Thnewell, E. G. W. Tibbits, F. Higginson, S. S. Hutchings, A. M. Rust, D. Mcikle, A. J. McKay, and Messrs J. Archer, engineer, C. L. Grange, town clerk, and A. Main, assistant town clerk. BENZINE BULK STORE.' The British Imperial Oil Co. acknowledged receipt of advice that a license for storage of petroleum products in bulk would be issued at the opportune time. It was satisfactory to the firm to know that after due consideration the council had reached the above decision, and in the circumstances they wore hopeful that an installation would be established in Whangarei at no distant date, thereby bringing the town into alignment with other progressive towns.

The Mayor explained that Mr Hardie had refrained from signing an agreement absolving the Council from claims for damages, owing to his being a prospective seller. However, the whole matter had been held up owing to the land in question being subject to a minor’s right. The letter was received.

MISSION GROUNDS SUBDIVISION,

Amended plans of a subdivision of the Melanesian Mission Board’s property were fowarded by Messrs Hunt and Alcock. They showed a reserve, of about an acre which it is proposed to vest in the Council. It adjoins Coronation Park. A road, in continuation of Fourth Avenue, was shown as a reserve through the property of the Trust Board, and Rust Lane w*as also shown as continuing to the Waiarohia stream. The plans were referred to the Works Committee. WALTON STREET IMPROVEMENTS The engineer estimated the cost of kerbing, forming the footpath and sealing with bitumen sealing part of .Walton Street at £143. Before the work could be done, it would be necessary for the boundary fences to be put back on their proper alignment.

The matter was referred to tho Works Committee for consideration.

SUBDIVISION ROAD PROPOSAL.

Mr E. Leeso -wrote at some length regarding the Council’s requirements relative to reading a proposed subdivision of his land fronting Cairn field Road, and, at the Mayor’s suggestion the chairman of the Works Committee and the Town Clerk were authorised to reply in terms that the hy-laws must be adhered to. BOWSER PUMP FEE. When application was made by the Whangarei Engineering Co. for permission to instal a second motor spirit kerbside pump, the Mayor drew attention to the fact that charges of from £3 to £lO could be made for permits to instal bowsers.

The application was granted after some further discussion relative to liability should an accident arise. / CAMP SANITATION. In connection with the use by the Defence Department of. Kensington Park for camp purposes during the next two months, Lieut. A. K. Lambly wrote to the Council concerning extension to the camp of the night-soil and garbage removal services. At the suggestion-'' of Or Tibbits it was decided to allow the same concession as in former years regarding payment for the services. (

'CONCESSION ACKNOWLEDGED. A letter was received from Mr C. H. Puttick, secretary of the Bay of Islands Racing Club, ' expressing the thanks of that body to the Council for its generous action in placing Kensington Park at the disposal of the club on. the occasion of its annual meeting. The committee was extremely grateful for the help given by the corporation in the trying circumstances in which tho club was placed. Mr Puttick added his personal appreciation of the substantial help .and cordial treatment experienced both by the club and himself.

WORKS COMMITTEE PROPOSALS, 'The Works Committee's report was approved. Amongst the items iiieluded in it was approval of water supply extension in Otangarei Road, oh condition that the five residents agreed to pay the Interest on the one-inch main from tho borough four-inch main in Mill Road to the Borough boundary. Plans and specifications had been submitted by Mr R. S. Finch for Bobbie’s subdivision, and the Council has approver! them,- provided the acting - engineer was assured that the surface drain' wns of sufficient capacity. The Council would like curbing on both sides of the roads in lieu of tarring and sanding and the fall to h r o increased from Sin to’fiin.

The matter of starting places for buses is to be looked into by the traffic inspector, and, if he has the necessary powers he is to instruct owners not to start their buses. near any corner.

The engineer is to enquire into the question of obtaining suitable signs for parking places for cars.

It was toft to the Mayor and Mr Archer to point out to; Mr Bunt that the bridge proposals for the structure across the Waiarohia in Rust Lane did not come up to the Council’s requirements.

INSPECTOR’S CAR ALLOWANCE,

, By adoption of the Legal and Finl anee. Committee’s report, the council ! decided that in view of his increased ■ duties Mr. J. S. Willeocks, sanitary ini spector, be granted an allowance of i £3O per annum for the use of his moi tor car, the allowance to commence , on April 1. PUBLICITY. With reference to the letter from Mr. G. W. Russell suggesting that the council should supply a special section of literary and pictorial matter devoted to Whangarei in the new edition of “New Zealand Tbday,” the Council resolved to refer .the' matter to the North Auckland Progress League, with an intimation that the council is prepared to favourably consider helping the league with the cost. EATING-HOUSE LICENSE FEE. The council adopted the legal and finance committee’s recommendation to the council that the inspector be instructed to prosecute the occupier of an eating-house who"was unlicensed. Cr. Meikle contended that ' the amounts paid by the licensee in former years in excess of the current fee should be refunded, and he moved in that direction. Cr. Mackay drew the council’s. attention to the fact that he had previously reminded members that if a fee were collected they had no power to refund it. Cr. Meikle’s motion lapsed. ‘ ADDENDA. A new springboard is to be provided at the swimming pool in Central Park. ' The works committee in future is to inspect plans submitted to the council, some days before the meetings, with a ■ view to saving time. A comprising ,the Mayor) and Crs. Tibbits, Hutchings, Meikle and Timewell, has been set up to go through the conditions of the proposed lease of Kensington Park course to the Northland Trotting Club. It w T as resolved that the works committee be authorised to deal with the question of cars standing too near street corners. 1 The engineer hopes to make a start ! this week with formation of the road between Victoria Bridge and the Bluff. FINANCE. Accounts passed for payment totalled £8799 11s 2d, allocated as follows: District Fund Account No. 1, £2738 15s ld; r Distriet Fund Account No. 2, £744 16s 9d; Special Loans Account, £5297 Us; and Cemeteries Account, £lB 8s 4d.
