HEAVY TRAFFIC BY-LAW,

Sir, —In your last evening's edition you reported that, as the steps taken in connection with the appeal against the adverse decision in the heavy traffic by-law case taken by the Borough Council have gone so "far, the Legal and Finance Committee notified the Council that the solicitor had been instructed to proceed with the appeal. Now, Sir, does this mean that neither the Borough Council as a whole nor the Legal and Finance Committee as a committee was consulted before the appeal was lodged? It almost looks, to me as if the Council as a body were not in favour of further expense and so wVre not asked for an opinion. (Of course after lodging a deposit of twenty pounds with the appeal it had to go through.) It occurs to me that, unless the Council in full meeting decided in favour of the appeal, the ratepayers should not stand quietly by, and allow their money to be wasted in a fruitless attempt to upset a very sane court decision.
