BLUSTER OR THREAT?

The Riga correspondent of the "Times" says, in what he himself calls a "fiery greeting" to new graduates of the Military Staff College, M. Zinovieff denounces the London Conference. He declares that Mr MacDonald and M. Herriot are fools who imagine that peace is possible without a proletarian resolution. He assured the young officers that such pacifist efforts would inevitably lead to another world conflagration in which Russia's revolutionary forces would finally bury capitalism.
M. Zinovieff concluded: "You must foster among Russia's armed youth the greatest hatred of capitalism, hatred such as makes the eyes sparkle.'' M. Zinovieff's heroics coincide with the so-called week of anti-war protest, in which the favourite slogan is: "The Red Army's mission is to overthrow Governments in other countries. '' Neighbouring States arc growing uneasy, wondering if it is merely bluster or a serious threat.—Times.
