The "New York Times' " Washington correspondent says that the State Department learns that the Japanese Government has decided to adopt a more liberal policy in Corea.

He adds that the Federal Council of the Christian Churche3 of America has received a cable from Premier Hara saying that Japanese administration in Corea needs substantial modification.—-A. and N.Z.
