LONDON, Dec. 18
The "Times'" correspondent at Amsterdam states that though German arrogance was never greater, it is indisputable that the internal stress is unparalleled. The "Tageblatt" admits that the cities are entering upon the winter with the darkest forebodings. Even •" minimum of the most e~--?nt!;>.l foods is not assured. The poouter district of the administrations co" trolling supplies is intense. The Central Powers are iy "lanning' for the restoration of trade. They expect, tho first bo be through the Balkans and Russia. The Minister of -War of Austria is arranging for the release from the army of factory men, shipbuilders, and miners. Essen newspapers realise that Germany is largely dependent upon Britain for raw materials, and one says: "If we are not supplied the submarines will not be withdrawn." "Times' " corresnondent at Christiania says that the Gen.- 1 -'" manufacturers are investigating th---Norwegian markets with the viw '.o swamping them after the war.
