In a speech delivered yesterday, Admiral yon Tir.pitz declared it was absolutely necessary to retain Belgium as a future submarine base against England. Amy peace without economic indemnity would mean Germany's defeat. They must remember that Antwerp belonged to the Hanseatic League. Austria must have greater control of the mouth of the Danube, as well as Trieste and the Adriatic.
