LONDON, November 12
A White Paper, giving the AngloDutch correspondence on the gravel question, shows that the Dutch Government not only contended that the gravel transmitted was not intended for military purposes, but that the Rhine Convention and other agreements imposed on Holland the obligation to guarantee free navigation of the waters lying between the Rhine and .Belgium.
Mr Balfour disputes the applicability of the agreements quoted and asks: "If Holland regards the agreements as preventing the enforcement of her obligations as a neutral, on what ground did she claim to prevent the departure' of German ships captured at Antwerp by the Belgians?"
