What the country men will say to an arrangement that is so disproportionately in favour of the city as agaiust the rural district, I can only surmise. Frankly, lam interested in lessening racing, and think that the less any district has of it the better for the district; but, at the same time, there is no excuse for men who believe in racing appropriating the lion's share for their own big centres."
