ROME, December 12.
The '' Idea Nazionale 's'' Berne correspondent says that Admiral Capello, addresing a conference of naval officers at Kiel, glorified the submarines. He confidently hoped they would break not only the British blockade, but British dominion of the sea. GerinaDy intended to intensify submarine operations, despite the protests of President Wilson and other neutrals. Germany, if energetic, could destroy the world's mercantile marine before the cud of 11*17.
