NEW YORK, December 13
The :Times' " Berlin correspondent says that the food plans of Germany for the current year have been badly wrecked, owing to the almost complete failure of the potato crop. Only 21,000,000 tons has been harvested, against 51,000,000 in 1915. An order has been issued reducing the potato and ; flour rations.
