NEW YORK, November 27,
Mr R. Lansing, the United States Secretary of State, and Mr Gerard, the American Ambassador in Berlin, who recently returned to the States on a visit, had luncheon with Count Bernstorff, the German Ambassador, at Washington. It is understood that they exhaustively discussed the relations between Germany and America preparatory to the return of Mr Gerard to Berlin next week. The United Press Agency states that Mr Gerard will carry America's last word on the question of Germany's submarine policy, including a notice that there will be no more waiting ii there are any further violations of Germany's pledges. In that case America will break off relations with Gremany.
