TURKEY AND THE POWERS. LONDON, Aug. 22. It is officially stated that Germany and the other Powers, except Italy, favour the financial boycott of Turkey to compel her observance of the Treaty of London. Italy is opposed to coercive measures. BUCHAREST, Aug. 22. Disbanded Bulgarian troops at Varna, incensed at the terms of peace, revolted, and sanguinary conflicts occurred between them and the police.
