PROPOSED EXTENSION OF POWERS. A Government Bill of 2o clauses has been circulated containing the proposed amendments 01 the Counties Act, based upon remits from the Local Bodies Conference, which is now holding its annual meeting in Wellington. The Bill is to be considered by this conference, and as it is not regarded as a measure which the Government will stand or fall by, it is scarcely more interesting or important than an agenda paper. The system of adjusting county boundaries is to be simplified, and there are clauses setting out the procedure for preparing the electoral rolls. County chairmen may (if the Bill passes as it now appears) be granted £100 per annum in lieu of travelling expenses, and they will become justices of the peace, exofficio. 'County councils may borrow for harbour works, if there is no harbour board in the area, they may impose drainage rates on a graduated scale, and tney may supply- electric power.
