REFERENDUM,

SYDNEY, Dec. 7

Mr Deakin has issued an appeal to the men and women of Australia relative to the referendum to be takpn in April on the subject of altering the Constitution. He declares that tho people's rights and liberties, labor, and property are at stake. The presont Constitution is admirably adapted to preserve the necessary co-operation, and contains ample provision for ihe re-adoption rendered necessary by the natural growth. The development of the Constitution should proceed steadily and circumspectly, in a natural and healthy manner. If the amendments are carried business of all kinds can be crushed and starved by legislation, without compensation to either men or master, and giving the Federal Government power to acquire businesses irrespective of any need : or any gain to employers or to t.he public from the transactions. This is Socialism naked and unashamed. The amendments would authorise a caucus, and precipitate a political, social, and industrial revolution affecting the whole of the Commonwealth and its Continent. He strongly urges every elector to keep on preaching, and vote "No" to the amendments.
