Veto Conference.
MR BIRRELL'S REASSUR-

Mr Birrell, at Bristol, declared that there was no reason to be agitated over the Veto conference, whose members were not Popes or plenipotentiaries who could bind or loose. The object of any conference must be to discover how far an agreement will carry. If the discovery is unsatisfactory, then the parties will be relegated to their former positions, and all their rights preserved.
