EMPEROR FREDERICK'S WILL.
Berlin, Sept. 4. The will of the late Emperor Frederick will shortly be published. It is stated that the document contains a powerful declaration in favour of extension of popular rights, and asserts that only by allowing the masses full political and religious liberty can the nation be all powerful, and strong in intellect, be built up, and that at the same time such liberty will strenghten the bond between the throne and the people.
