THE NEW PEACE PRESERVATION BILL.

Capetown, April 7. The new Bill follows the lines of the abandoned measure, but omits the special provisions for the preservation of the public safety Jm. ..times .of emergency, and provides the penalty of deportation for high, treason, sedition, violence, and excitement thereto.
