Received Sunday, 8.20 p.m. NEW YORK, Nov. 10. The Herald-Tribune’s Washington correspondent learns that the BritishAmerican financial conference discussed a British request for a loan of 4,000,000,000 dollars, of which half would be payable at 2 per cent, interest and tbe other half would be interestfree. No decision was reached regarding this closely-guarded counter-propo-sal to the United States’ original offer of 3,500,000,000 dollars credit at 2 per cent.
