U.S. Navy on Virtual War Footing

The Foreign Policy Association reported that the United States Navy has attained a virtual war footing, and adds: “It becomes increasingly clear that America might be obliged to participate in naval warfare with the ships she now possesses. “The Navy’s disposition,” the report concludes, “already conforms to the political situation.”
