For the first time since 1914, active German participation in the Government of the Shanghai International Settlement for a limited period is possible as the result of a plan drafted by United States, British, and Japanese consular representatives under whicl the council would be enlarged to com prise four Chinese, three Britons, thre Americans, three Japanese, one German, and two councillors of other nationality, instead of the present representation of five Chinese, five Britons, two Americans, and two Japanese.
