Feeding Her Victims
GERMANY SAYS SHE IS NOT RESPONSIBLE BERLIN, Feb. 18. Germany is not responsible under international law for feeding the peoples of the conquered territories, says an official statement in reply to Mr. Sumner Welles. The statement adds that Germany rejects the United States’s attempts to impose responsibiliies on Germany on the basis of an alleged international law which does not exist.
