LEADING AMERICA NEARER WAR Received Wednesday, 7.30 p.m. TOKIO, Dec. 31. The Japanese vernacular press gives most prominent positions to President Roosevelt’s speech. Typical headlines are: NLchi Nichi Shimbun, “Roosevelt sees Tripartite Alliance countries as enemies”; Asahi Shimbun, “Roosevelt declared British aid intensification; would resist totalitarian principle to bitter end”; Yomiuri, “Roosevelt makes mad fireside chat predicting British victory and abusing Tripartite Alliance.” The Yomiuri. editorially said: “President Roosevelt’s prediction of a British victory is a most astounding and irresponsible account, ignoring the Ger-man-British war situation. Undoubtedly it was politically intended as an effort at a revision of the Neutrality and Johnson Acts in order to render stronger aid to Britain. Although Mr. Roosevelt has beeu denying actual arms participate in the European war he is leading the American people step by step nearer to war. Whatever turn the world takes in 1941 America will b» primarily responsible. ’ ’
