Roosevelt to Speed Up Defence Programme
EXPECTED TO PROCLAIM “FULL EMERGENCY
Received Mouday, 7.30 p.m. WASHINGTON, Dec. 15. President Roosevelt is expected to inject fresh energy into the rearmament programme which the defence chieftains admit has been lagging. Some observers expect the President to proclaim “full emergency,” replacing the current status of limited emergency. It is understood all the necessary documents are completed and are merely awaiting the President’s signature.
